The Compliance function is responsible for promoting a strong compliance culture and supporting the safe, sustainable growth of OKX. We are a team of risk-minded problem solvers who advise the business on regulatory obligations, conduct expectations and enterprise risks. About the Opportunity We are looking for a Deputy Money Laundering Reporting Officer (Deputy MLRO) to support the MLRO in overseeing and further developing the organisation’s AML/CFT and financial crime compliance framework within a MiCA-regulated crypto-asset environment. The role will provide exposure to a broad range of financial crime matters, including customer due diligence, transaction and blockchain monitoring, investigations, suspicious activity reporting and regulatory engagement.
The Deputy MLRO will act as a key AML/CFT subject-matter expert across the organisation, providing oversight, advice and challenge to ensure that financial crime risks are appropriately identified, assessed and managed. The role will also support the continuous enhancement of AML/CFT systems and controls, ensuring that they remain effective, proportionate and aligned with the organisation’s evolving products, customer base and risk profile. Working closely with the MLRO and stakeholders across Compliance, KYC, Transaction Monitoring, Operations, Product, Legal and Risk, the successful candidate will play an important role in maintaining a strong financial crime compliance framework while supporting an efficient and risk-based customer experience.
What You’ll Be Doing
- Support and deputise for the MLRO, including assisting with AML/CFT governance, management and Board reporting, regulatory matters and oversight of the organisation’s financial crime compliance framework.
- Oversee complex AML/CFT investigations and escalations, including transaction monitoring alerts, blockchain activity, higher-risk customer relationships and internal suspicious activity reports, ensuring decisions and rationale are appropriately documented.
- Support suspicious activity reporting processes, including assessment of potential suspicion, preparation and review of external reports where appropriate, and maintenance of appropriate confidentiality and controls against tipping off.
- Provide second-line oversight of KYC, CDD and EDD, including higher-risk customers, Source of Funds and Source of Wealth assessments, customer risk classification, ongoing monitoring and periodic or trigger-based reviews.
- Oversee and enhance transaction and blockchain monitoring controls, including scenario and threshold calibration, effectiveness testing, identification of emerging typologies and initiatives to improve detection quality and reduce unnecessary false positives.
- Provide AML/CFT expertise on crypto-specific risks, including self-hosted wallets, cross-chain activity, DeFi, mixers, privacy-enhancing technologies and other emerging risks, as well as applicable Travel Rule requirements.
- Support regulatory engagement and continuous improvement, including regulatory inspections and information requests, audits, remediation programmes, new product and service risk assessments, AML/CFT training and implementation of relevant regulatory developments.
What We’re Looking For
- Relevant AML/CFT and financial crime experience, preferably gained within a regulated CASP/VASP, crypto exchange, fintech, payments business or financial institution, with experience in a senior AML, financial crime or compliance role considered an advantage.
- Strong knowledge of EU AML/CFT requirements and the risk-based approach, together with a good understanding of the regulatory framework applicable to CASPs, including MiCA and the EU Transfer of Funds Regulation/Travel Rule.
- Practical experience across core AML/CFT disciplines, including CDD/EDD, Source of Funds and Source of Wealth, customer risk assessment, transaction monitoring, investigations and suspicious activity reporting.
- Strong understanding of crypto-assets and blockchain-related financial crime risks, with experience using or interpreting blockchain analytics and transaction monitoring tools considered a strong advantage.
- Strong analytical and investigative skills, with the ability to assess complex customer and transactional activity, distinguish unusual but legitimate behaviour from genuine financial crime concerns, and reach well-reasoned and defensible decisions.
- Excellent judgement, communication and stakeholder-management skills, including the confidence to provide independent challenge, escalate material concerns and communicate effectively with senior management, operational teams, auditors and regulatory authorities.
- Relevant academic or professional qualifications, with a degree in law, finance, economics, compliance, risk or a related field and/or recognised AML/financial crime qualifications such as CAMS, ICA or equivalent considered an advantage.
